How can we balance the desire for unregulated freedom of the individual with the constraints of resources? This conflict becomes very real for every community in California as we face shortages of fresh water and the ever-increasing danger of wildfires. Private Property advocates and suburban and rural dwellers have long been at odds with Smart Growth Advocates.
